[orca-list] orca doesn't read deleted char in the command panel

This is not new in orca 3.11 but I think that needs to be reported.

1. Press alt+f2.
2. Type some text in the command box.
3. Press the backspace key.
Note that orca speaks nothing, although the char before the cursor is 
deleted.
