Confirmed. Apparently one of Orca's many fragile hacks for a Gecko bug
got broken. The bug in question causes Gecko to tell Orca the current
line is the first line when you're at the end of the text.

Rather than try to put a new version of the sad hack into Orca and hope
nothing else breaks, I have filed this bug against Gecko:
