Any time a commit is in response to a filed bug, you will find a
reference to that bug when you do a 'git log'. In particular, for the
change in question, you will find the following:
======
commit 921dd00d300a631b1dd89848d8972a02689fd9a0
Author: Joanmarie Diggs <jdiggs igalia com>
Date: Thu May 23 07:05:51 2013 -0400
Fix for bug 700831 - Enabling "Screen reader" tells me "Welcome to Orca"
======
If you then go to bugzilla.gnome.org you can read about bug 700831.
Hope this helps.
