Yes (see http://wiki.wxwidgets.org/Installing_and_configuring_under_Ubuntu):

     sudo apt-get install libwxgtk2.8-dev libwxgtk2.8-dbg

             can someone please give me steps for updating espeak in
        sonar linux?
        www.sonar-project.org <http://www.sonar-project.org>
        <http://www.sonar-project.org> . It is using a

             slightly out of date espeak and I
             would like to update it. sonar is based on ubuntu 12.10 and
        13.04.

        I have a modified version of espeak that supports easy building on
        GNU/Linux and other POSIX-based platforms at
        https://github.com/rhdunn/__espeak
        <https://github.com/rhdunn/espeak>.

        You can run:

              $ ./autogen.sh
              $ ./configure --prefix=/usr
              $ make
              $ sudo make LIBDIR=/usr/lib/x86-linux-gnu install

        And it will build and install espeak and the voices for you. You
        will
        need to install wxWidgets 2.8 before building as this is needed to
        compile the voice phonemes.

        HTH,
        - Reece
