That keystroke shts off the monitoring of content that is dynamically 
updated without reloading the whole page; 'an example might be the 
running count of comments on a youtube video, or the character count as 
you type into a comment field on a social network page.  The live 
regions monitor toggle has worked for me since about Orca 2.20.
