The funny thing is that when I change the profile to Portuguese of Brazil, everything works correctly.

When you type it, the key press/echo is being sent as a key to be
presented by speech-dispatcher's "key" command. When you arrow to it,
Orca is looking it up in a list of characters to see if we have a name
for it.

Yes, these things should be brought into alignment. But I will need to
dig deeper to figure out exactly what should be done where and by whom.
