My suggestion would be to do this before dealing with that dialogue box:
Go to the terminal and install language-support-pt like this:
sudo apt-get -y install language-support-pt
Maybe after that the system will accept your choice of Portuguese.

a "select" button. I wrote "portuguese" and clicked on "select". I was
back to the combo of languages. Yes, "portuguese" continues selected.
I can't find an "apply" or an "OK" button. For this reason, I closed
the dialog and restarted the computer. Unfortunately, the selected
language is not applied and the system messages continues in english.
