My orca works fine but some how on the ubuntu desktop my friend muted orca
and im not sure where to find the setting to un mute it or raise volume
from
the desk top or in the area where you would hit the function key

Yup.

If you hear espeak say hello, you have sound and even speech. Next, test
speech dispatcher.  Type this:

spd-say 'hello'

Yup.

If speech dispatcher is working and espeak itself is working, then, it
is indeed orca that is the culprit.

You forgot one:

python -c "import speechd"

If that doesn't work when you try it at the console, it ain't gonna work
when Orca tries it programmatically. <smiles>
