Hate to say it but you may need to turn Pulse on for that. I have some
vague recollections on a prior thread about this and it involved Pulse to
make it work.

Subject: [orca-list] Configuring the desktop for different audio devices
Hi, All:
I have multiple audio devices on my computer. I'd like to tell the desktop
to use a particular device when playing audio content other than my screen
reader. Does anyone know how this is done under the current GNOME shell?
I knew how to do this in the old days, but haven't had a clue since GNOME 3
came along.
