Try Arch, Fedora, or Debian.
They have Gnome 3.8.

In the GNOME shell for 3.6, I find the top bar (includes networks, battery status and more), message tray (replacement for old notifications area) and overview area to be accessible. Am contemplating an upgrade to 3.8; will have a rescue disc on stand-by. lol.

App menus are as accessible as they would be under some other desktop. I tried using Unity 3-d for comparison, and the GNOME Shell's accessibility is a winner! I had lots of issues with Unity-2D on this box, so, got away from that in a hurry.
