Well, if you want to get the latest packages you need to enable the proposed updates in Update Manager. Then, you will get the latest Orca, At-Spi, and Qt-At-Spi, as they become available.

If you are running Ubuntu 12.04 Precise all of the basic components you need are installed by default, but you'll definitely want to stay on top of at-spi and qt-at-spi updates as they become available in order to use Qt based apps.
