There used to be a ppa with Orca nightly builds that you could add but
I haven't seen it since Maverick. It had all the updated dependencies
in it as well. Wish we had somehting like that now.

Not usually. Ubuntu and other distributions generally package and update
stable versions of Orca, like 3.4.x but testing versions like 3.5.1 you
need to compile from scratch including any updated dependencies.
