[orca-list] orca's keys doesn't work as soon I boot

Hey all.

After I boot my machine and before I activate any window, the keys 
associated with orca doesn't work.

To reproduce try the following:

1. Reboot your computer and login.
2. Press orca_key+h.

At least in my environment, nothing happens.

Seems that you do not need to reboot the computer to reproduce, you need 
only logout and login again.

I am running ubuntu 11.10 with all updates and latest orca built from 
master.
