In a Debian-based distribution, that's exactly what you should be able to do.
Make sure your /etc/apt/sources.list refers to a suitable repository that
provides up to date versions of Orca and Gnome, and then upgrade everything,
e.g., apt-get install gnome gnome-orca should get you most if not all of the
way there.
