Yes, in the unstable and testing repositories. As a practical matter, you
would be best to upgrade your entire system, since the latest Orca also
depends on AT-SPI 2.

Gnome-Shell 3.2 isn't very accessible; 3.4 is better, but it hasn't been
uploaded to Debian yet. The developers are working through a complicated
process of upgrading the dependencies so they can move to gnome 3.4.

So, if you're willing to deal with Gnome 3.x and the latest of everything, by
all means configure testing or unstable as your primary repository and
upgrade.
