In the case of GNOME 3, there is a built-in magnifier. On the last
release 3.4.0, on March, it was added the dialog to configure it:

For next release some features are planned like brightness/inverse/high
contrast effects, and focus tracking.

Other option is an compiz plugin called eZoom, but I don't have too much
experience with it.
