There shouldn't be such dependencies as Orca is written entirely in Python and
the interface to Speech-Dispatcher is handled by the Python library for the
latter.

I just checked the Debian Orca package, which specifies that it can be
installed on all architectures - there is only one common binary package
built. So either there's an issue that only Fedora know about, or it's an
error on their part - most likely the latter.
