Do keys on the display other than cursor routing keys produce Orca commands
correctly? It isn't clear from what you wrote above whether the problem is
related only to cursor routing keys.

Obtain a debug file by following the instructions on the Orca wiki. this will
show you whether Orca is receiving the key events from BRLTTY, and if so, how
it is handling them.
