Maybe the battery level and wifi strength meters can be like the shutdown item (hidden until you hit a key to expose them)? Or, is it better to code them as interactive items, though there would be no action associated, in the case of the battery level, and 'disconnect' can be the action for the wifi meter?

not available at that moment. On the menu, the option is there, but
dimmed, and not included in the keyboard navigation cycle, so Orca don't
expose it. In the case of the battery level is similar. The menu item
with the battery level is there, but it seems that as it is a menu-entry
where the user can't interact, they set it as not interactive and out of
the keyboard navigation cycle.

As I said on the bug, I think that it should be also navigable. In this
case it is not a really big issue, but this also affects to the network
indicator, as you can navigate on the available wifi hotspots to select
one, except on the current one selected.

Although I created that bug, I didn't receive any feedback from GNOME
Shell developers, probably due the lack of a patch. I was waiting for
some feedback before that patch, but I guess that it would be better to
create a provisional patch, and see what they think.
