Apps don't need to be made by Google to be accessible with a screen reader on Android, but off-hand I have no idea if Spotify is accessible or not. There is an eyes-free list for Android (eyes-free googlegroups com). You would be more likely to get an answer there--Android has its own screen readers, accessibility API, etc., so it has nothing to do with Orca...
