Since LMMS uses the QT GUI toolkit, I would say that it would be mostly, if not completely inaccessible at
the moment, in fact I am pretty sure the majority of audio productin software on Linux, whether it uses GTK
or otherwise, is inaccessible. The reason for this is due to the use of a lot of custom GUI widgets. These
custom widgets would likely need some work to make them properly accessible. THe various packages would also
then need to have even more work done to make sure everything was keyboard navigable, making sure you know
where you are when you are moving through your volume controls, effects chains, etc.
So as far as I know, Linux is not yet an option for those who are blind/vision impared, and wish to do audio
production.
