I seriously doubt speech-dispatcher for the production Arch repo was
linked with those libraries.  The voxin package is not a standard part
of Arch Linux so I'm quite sure they aren't included with speechd.  I
think your best bet would be to either use speech dispatcher from
speech-dispatcher-git from AUR and recompile the thing; you would need
to update the PKGBUILD to include the ./configure option to include
whatever libraries Voxin uses.  You could also do the same thing with
the normal Arch package but you would need to install the abs package
and then look in there for the PKGBUILD for speech-dispatcher that
goes in the extra repository.

Actually, that's interesting you got Voxin to work that easily.  I
thought you had to have old out dated libraries lying around in order
for it to work.  Could you share with us what steps you took to get
Voxin working up to this point?
