I would certainly give the gconf settings a try to set up accessible login (the settings are described on the orca wiki under archlinux on the accessible login page).

Why I say I would give the gconf settings a go is that the gconf key for setting whether to use corba for at-spi still works for me. I don't know for a new system as my system was upgraded from gnome 2.32, so there may be some stuff for transitioning to gsettings.
