[orca-list] RFE: disable automatic speech but still allow review

Hi All,
I've a quick feature request for Orca. Currently there are two speech 
modes, disabled and enabled. I'd like to request a third mode, one that 
disables all speech except for the flat review and other orca keys. 
These would still speak as usual. This would be useful in gnome-terminal 
among other things, so that I could still review the screen and yet not 
have Orca continuously yapping out the progress of a long download for 
example.

What do you think?
