If you go into Orca preferences, on the speech page, you can configure
the speech settings for capitalized letters. I crank the pitch up quite
a bit, usually two full settings above the default. In the speech page,
tab over to a list (I forget what it's called.) and down arrow once to
get to the settings for capitalization.
