Sorry, I'm a bit new here so forgive me, but are you sighted Chris?  I just tried using the help screen on 
the latest git build of Orca with the same results.  The window title for me is stuck at "reading", 
"loading"(not sure which in English, as my computer is displaying the message in Czech).  This seems to 
sugest that the gnome help application is having trouble opening the associated files.  So orca seems to be 
properly navigating the help file, but there is something wrong with gnome-help...

However you CAN access these same documents by going to System(Its by the main gnome Aplications menu) -> Help

Then navigate to "GNOME Accessability Guide"
It's only 9 TAB's in.

Then select "Low Vision or Blindness"
4 TAB's in.

"Orca: Screen Reader and Magnifier"
3 TAB's in.

And then the links magically work (Smileyface)
