Espeak is not and will never be in the menu.
Uninstall festival, install espeak, run orca. even the older one.
I recommend removing your settings file if you had one, and ensuring
that you have only espeak available.
It's the easiest way, if only espeak is available, then only espeak
should be able to start up.
And what gnome version are you using?

Great, but (after installing) how do I switch to espeak? It does not
appear in menu.
Second - how are usually named packages with voices for Fedora (RH).
2 - about this orca thing, maybe your other tools are out of date?
  
Maybe. Problem is to isolate and solve. What should I check?

The system I am testing on is really old - it is not my "normal" machine.
I tried it only to isolate problem, as my "production" machine i a
RPM/source mix that I suppose harder to debug.

my system is based on Fedora 8 - laptop I use sometimes. My "normal"
system is mixture Fedora 8/9/10 + lots of soft compiled from source.

I have tried to install Orca from regular repo (2.20): in installs
correctly, (+ GNOME_speech / festival, Polish voice for Festival).
install epiphany (as told that it is working).

Problem: orca starts, says ""Welcome.." (in Polish) trying to read some
