The commands you are thinking of are:

suto apt-get update

sudo apt-get upgrade

There's an Orca installation guide, written by Dave Hunt.  I don't think 
that Orca 2.91.6 is in the Vinux 3.1 repos.  Also, there's no way to do 
this outside of the terminal.  You have to compile Orca fro source.
