I'm not seeing any slowdown with Thunderbird 7 or 9 on my Oneiric machine.

I'm sure it's due to the large number of messages in your inbox. I'm not sure if you could call that a bug.

It might be an idea to create rules to sort your incoming mail into sub folders. That's how I keep my inbox size down.
