And I am using with ibmtts.
After installation you need to edit the speechd.conf file that resides at ~.speech-dispatcher/conf/

gedit ~.speech-dispatcher/conf/speechd.conf
Search for a line with the following content:
AddModule "ibmtts"       "sd_ibmtts"    "ibmtts.conf"
Probably the line must be commented with a # in front.
Remove the # symbol, save the file and restart speech-dispatcher with the following command:
sudo killall speech-dispatcher
