Starting up with the live cd I press the spacebar every 2 second to have the screen appears for to chose for enabling speech. Within about 10 seconds in my case a screen appears where to chose a language, pressing the enter key will chose the default language. The next screen appears where to press F5 and 3 key and then twice the enter key.
F5 is for accessibility and 3 for speech.
The cd will start spinning and after a while you will hear the Ubuntu sound and Orca will come up speaking. In my case the rate of the sound vlume was very low. So I could hardly hear Orca. I then went to the Sound preferences with alt+F1 > left arrow > Preferences > Sound, to increase the sound volume.
