No, Luke Yelavich is working on it for the use on gnome 3, but he has set an other git repository diferent from the repository of brailcom.

Well, becouse orca's developers think other systems work better, and usually orca users think the same. For example, many people think forms mode is unnecesary (obviously it is subject to discussion).

2. Does Orca/Gnome developers have any plans on making Skype work at
all under the Linux environment?

This is a problem of skype, not orca, you have more info on the orca's FAQ.

I prefer speech dispatcher , but actually gnome speech works better in some situations, and spd works better on others ;). However, gnome speech will deprecated in favour of speech dispatcher on gnome 3.
