[orca-list] strange behavior when I restart orca

Hi all.
Using latest orca from git.

Now when I restart orca I hear:

good bye.
wellcome to orca
good bye.

And orca stays mute.
I need to restart orca again so that orca can works.

When I restart for the second time, I do not hear good bye, only welcome 
to orca.

Resuming:
I need to restart orca two times before it works.

I suspect that the problem began after the following commit:
