speech-dispatcher.conf
and I am looking in /etc
I cannot seem to find the file.
Can anyone give me the path to where I can find it?

Do you know how to use the find command?

sudo find /etc -name speech-dispatcher.conf
will search all subdirectories under /etc
or you could just use / as the path to search everywhere.
