To get a pure debian installation you can use GRML, look at the
grml-debootstrap command (http://grml.org/grml-debootstrap/).

I think there may be a speakup enabled installer, I think it was mentioned on
the speakup mailing lists, you may want to search its archives (http://speech.braille.uwo.ca/mailman/listinfo/speakup).
