If you want information about how to install debian look at
http://www.debian.org/releases/stable/i386/release-notes/ch-installing.sv.html
There is information about how you install using a braille display.
then after installing debian just install orca with apt-get install 
gnome-orca.
Configure orca the usual way and you should be fine.
