[orca-list] Silent Dialog with Lock Screen and Logout

I know this used to be a big problem where if you lock the screen or 
open the dialog to log out of Gnome, Orca would go silent.  Well, I 
thought that was completely gone for quite some time and with several 
distros.  But after installing Arch-Linux along with Gnome-2.6 and all 
recent versions of Orca, including latest git, that silent behavior is 
back.

Is there something I can/need do to correct this situation? I don't 
wanna confuse this with Accessible Login or Admin functions unless there 
is actually something related.
