[orca-list] question with panel tooltips

Dear List!

Now I updated development Orca version, and I see this bug fix with git 
log output:

If I one time press Ctrl+F1 key combination for example with 
network-manager icon, Orca after this always say the tooltip when I 
navigate this icon with Tab key. This is very good.
My question: have any setting to toggle this method with default, no 
need one time press Ctrl+F1 key combination?
The "Present tooltips" checkbox is checked my Orca setup GUI window.
