To test the latency issue you might try as i have just done. 

1. Install speech dispatcher and try with SD installed.

if this makes no difference using orca and espeak then

2. Change from espeak to another speech engine and test eg festival
without SD and then

if this does not work try with speech dispatcher and festival 

and finally try:

3. Try using an alternative to Orca but i do not know any.

This may help you identify the problem and if there is no difference
with any of those changes then it could possible be the audio system. 
You might try when using speech dispatcher to use alternative sound
systems.
