Yep -- it's just a Python script that is imported, so you must make sure 
you use proper Python syntax and that it has all the stuff it needs. 
So, the 'orca.settings' symbol needs to be resolved before it is referenced.

So...you might try this:

# -*- coding: utf-8 -*-
import orca.settings
orca.settings.orcaModifierKeys = orca.settings.DESKTOP_MODIFIER_KEYS
