It's just Viavoice, the exact same product packaged differently, though I'm not sure about languages. But if you already have ttsynth there's no reason to buy voxin.

You can, but you need the older libc6 compatibility package or else need to install that library manually. Voxin comes with this package though ttsynth does not, otherwise they're the same product. I have a copy of the libc6 compat package if you need it.
