Confirmed, and this is really something that should have been dealt with by now by the appropriate maintainers. I'm not certain it's an Orca problem, looks more like the gnome-keyring-ask process blocking at-spi at least from the symptoms. Brings up a question, why should any process ever be allowed to block at-spi or otherwise interfere with accessibility, especially a GNOME core component?
