Gentoo doesn't include anything by default--instead, it relies on use
flags you set in the package manager's config file when you install it.
But, yes, if you include certain use flags (noteably the accessibility
flag), it will pull in speakup and orca etc, depending on whether or not
you want to run with the Gnome desktop or the command line.
