I've seen this as well but can't reliably reproduce it unless there's
a known admin app running or the gnome keyring question box pops up.
Some components of GNOME seem to be able to block accessibility, such
as the just mentioned keyring (process gnome-keyring-ask), which seems
to me at least to be ridiculous. No process should ever be able to
block accessibility services for any reason, as that makes
accessibility to a given platform unreliable at best. Not sure if this
is related to Orca's performance issues, though I'd doubt it given the
nature of that particular issue. Still, that's certainly another thing
to be aware of.
