[orca-list] orca not talking in package manager

I have Ubuntu running on a windows partition, and I used 'install 
inside of windows' so I could try ubuntu out.
The totem movie player needs a plug in to work with a c b radio.  So I 
got on to video lan to get v l c.
After typing my password, there was no speech.  Was I put in to a 
terminal?  Is the package manager a g u i or a terminal?
