According to the COPYRIGHT file in the Debian openjdk-6-jdk package
(contributed by Ubuntu developers), the Java access bridge is included.
I haven't, however, tested whether it works or hwat configuration is required
to use it, since I don't have any Java applications installed, certainly not
any GUI applications.
However, work on Java accessibility has been ongoing since the mid 90s, so it
should be a very mature and reliable technology by now. Any remaining issues
would be in the interaction with Orca, and these, I am confident, will be
sorted out.
Your other option is to write a Web application.
