[orca-list] Can the guest account be made to work with orca?

Hi, I use ubuntu intrepid. I notice the guest account now works, but since settings are not saved it can not 
be used as it is with Orca. You can run the setup, but once you log out the settings are lost.
Is there any way Orca can be used with the guest account. There may be cases where a blind person would use 
another persons computer.
Also, why can't accessibility just be enabled by default in gnome? I never understood why this wasn't done 
since it shouldn't interfere with anyone. If they need the screen reader they would run it, and if not what 
would the difference be to a sighted person if accessibility was enabled?
