In my Ubuntu Hardy brlapi.key is with -rw-r--r-- from root.root 

I don't remember if it has to be only accessible from the root or from other too.

Also check that you have the python bindings and BRLTTY 3.8 or better Orca 2.22.0

Its there, but from several years ago and only root can read it -- is this the problem?
