Hi. Cepstral voices will work with ORca.  If you run Debian or Ubuntu, you just buy and install a voice,
apt-get install gnome-speech-swift, switch ORca to use your new voice, and enjoy.
Cepstral Swift is supported with speech-dispatcher using the generic module.  You can get a 
swift-generic.conf file from:
http://hittsjunk.net/swift-generic.conf
