Your probably best asking on the emacspeak list.  Subscribe via 
 emacspeak-request cs vassar edu
With subject subscribe

Have you compiled the speech server you need?  If not, 
Cd /usr/share/emacs/site-lisp/emacspeak/servers/(Directory for your server)
Then run make as root.

Once this is done, test the server by executing its tcl script directly.  To
do this, you'll need to set an EMACSPEAK_directory environment variable, (I
may not have the name exactly right), but the script will complain if its
not set and tell you what to set.
